Read More »With only thirty-three days left before the country's third Democratic Local Government Elections, allow me to commend the Department of Home Affairs for declaring 1st March 2006 a public holiday. The objective of declaring this day a public holiday is to allow many people to turn in droves into the polling stations and to ensure that we surpass the 50% voter turn- out in these municipal elections. The first two elections, voter turn-out was relatively low and this is a cause for concern.

Read More »In just twelve days to come, all eligible voters will be heading to the polls to exercise their democratic rights to elect new crop of councillors. These will ensure that they solidify the system of local government that we started building in 1995 when we held the first democratic municipal elections. The new system of local government actually started in 2000 during the second municipal elections. The first phase of local government was transition, as we had to lay the foundation for a sustainable local government.

Municipalities are already working on innovative ways to address the challenges they face. Specific focus will be given to addressing financial viability, in particular issues such as billing systems, implementation of credit control policies as well as alignment and upgrading of customer relations programmes. A recent example is the success of Johannesburg in raising an R1b unsecured bond in the market.
