There are five programmes that carry out the functions of the Department. The programme structure as outlined below describes each programme and the key performance areas of the Department.
Programme 1: Administration
Programme Description
The core business of the programme is to render support to the Programmes
of the Department. The Programme enables the functional areas of the
Department to perform efficiently by providing human resource support,
financial support, legal support, strategic planning and support, IT
support, communications and logistical support.
The Programme also provides support to the office of the MEC and the
Office of the Head of Department. Through the provision of corporate
support the Programme creates an enabling environment for the achievement
of the Department's strategic goals. Programme 1 comprises:
Programme 2: Local Governance
Programme Manager: Vacant
Programme Description
The Programme is responsible for improving access to government services
and empowering communities to participate effectively in the processes
of governance. The Programme is also responsible for implementing communications
strategies based on GPG, Departmental and Local Government 5 year Strategic
Agenda priorities. To carry out these responsibilities,
the Programme is comprised of three sub-programmes, namely:
Programme 3: Policy Monitoring and Evaluation
Programme Manager: Vacant
Programme Description
This Programme is responsible for monitoring and evaluating municipal
performance and service delivery. It also provides policy analysis,
research and knowledge management on local government issues with the
aim of enhancing municipal performance. Finally, the Programme provides
continuous strategic support to municipalities through commenting, facilitating
and monitoring the IDP process and implementation.
The Programme carries out its work through three sub-programmes, which are:
Programme 4: Local Government Support

Programme Description
This Programme is responsible for supporting municipalities to become
functional and viable. The Programme is responsible for implementing
the Municipal Support Programme and Project Consolidate, coordination
of municipal infrastructure programme and disaster management. These
programmes are aimed at ensuring that municipalities have the relevant
institutional and technical capacity to deliver services to communities.
The Programme is also responsible for the land management function in
the province.

The programme renders corporate support to other programmes in the department.
