Giving effect to Section 31 and 32 of the Local Government: Municipal System Act (Act No. 32, 2000) (MSA) and the Local Government: Municipal Planning and Performance Management Regulations (No. R. 796, 2001), the MEC (Member of the Executive Council) responsible for Local Government and Development Planning needs to engage with, and provide written responses on the Integrated Development Plans of the various municipalities in the Gauteng Province.

During the assessment of Integrated Development Plans (IDPs) over the period 2002 to 2004, the Municipal IDP (MIDP) Unit of the Gauteng Province concluded that a lack of adequate alignment during the integrated development planning (IDP) process is hampering the ability of the IDP process to realise its role as strategic developmental tool for Municipalities.

Local government has reached the end of its 1st term of office as well as the first 5-year cycle of Integrated Development Planning (IDP). To ensure that municipalities are able to fulfil their developmental agenda (as set out in the Constitution) and in growing the economy, it is very important that the Second Generation IDP's are informed by the priorities as set out by government. this can only effectively be done if development is undertaken in conjunction with local citizens.
